On-Construction energy performance certificates

On completion all homes new or converted there will be a requirement to provide an OC EPC , with evidence shown to Building Control. If you do any building work to a home which creates (or combines) a separate dwelling that has heating, hot water or air conditioning, then you will need to provide an EPC for the home(s).

When you finish your building work, Building Control ask you to submit a final SAP notice which includes an energy rating to demonstrate your building complies with the Building Regulations.

By the same date on the notice, you must get an OC EPC from an Accredited On Construction Energy Assessor, having the assessment done at initial building regs submission avoids costly retro fitting if mistakes in spec have been made.

Change of use
When a property under goes a material change of use, a flat is added to a building of any type or the number of dwellings in a building change in addition to the SAP requirement it is necessary to provide an OC EPC. By law, OC Energy Performance Certificates can only be produced by an accredited On Construction Energy Assessor. This is what you have to do under the Building Regulations, Approved Inspector Regulations and the Energy Performance of Buildings Regulations, and Building Control will not give you a final completion certificate until they are in receipt of your OC EPC.

New build
In addition to Full SAP Assessment by an Authorised SAP assessor and by law all new build properties require upon completion an OC Energy Performance certificate. Building Control ask you to submit a
report which includes a SAP energy rating to demonstrate your building complies with the Building regulations. Upon completion, you must get an OC EPC from an accredited On Construction Energy Assessor, normally the same assessor who produced your SAP reports and submit to building control. If selling of plan your can use your interim PEA certificate as part of the HIP pack.

Multiple dwellings
In order to meet the Building Regulations, builders/developers need to make sure that all new homes they build have OC EPC's produced upon completion, By law, Energy Performance Certificates can only be produced by an accredited On Construction Energy Assessor .whilst data on house types can be duplicated when compiling the SAP reports each individual dwelling requires it’s own unique property reference and subsequent OC EPC. These can be used as part of the HIP pack if the property is to be sold however if selling off plan your PEA is available from the data contained in the initial SAP submission and can be used as an interim until the house is built.

What, and when we deliver
The Data is collected from drawings, building notes and spec sheets,
Data is then inputted into the accredited software by our Authorised OC DEA and a draft report is created. If the design passes all criteria an as built final report is issued along with a Predicted Energy Performance Certificate (PEA) and submitted with main application to building control (prior to commencement of works) after payment is received.
On-completion the architect/client/builder advises our Authorised assessor of any changes during the build, (if any) and provides the air tightness test result (where relevant).Our assessor then produces the as built final SAP report and On Construction energy performance certificate (OC EPC) and submit both to building control for final sign off.
We submit to building control within 5 working days of receiving all relevant information including payment however 24hr turnaround can be achieved at extra cost.
